The
H2 Advantage Residential Heat Pump Program provides
customers with a home heating advantage over other heating
and cooling systems. Choosing a home heating system
is one of the most important decisions you will ever
make when it comes to making your home more energy efficient
and comfortable. We believe the heat pump system is
the most energy efficient means of creating a comfortable
indoor climate.
Eligibility Requirements
Your home can be a site-built or a mobile/manufactured
home, existing or new construction. For existing construction,
the residence must have electric heat throughout virtually
the entire home and receive electric service from Cowlitz
PUD. Additionally, any site-built home must have ceiling
insulation of R-19 or better, where possible. This can
be addressed through the PUD’s Residential Weatherization
Program, call 577-7514 or 1-800-631-1131.
Rebate Incentives
Cowlitz PUD will provide rebate incentives to homeowners
who upgrade their electric heating system with the installation
of a premium efficiency heat pump system in accordance
with the PUD’s rigid installation standards. Ductwork
must be upgraded to meet the Climate Crafters PTCS duct
sealing requirements. The heat pump system must meet
or exceed the minimum efficiency requirements listed
below:

Incentives for Existing Homes:
Criteria and rebate incentives for upgrading an electric
heating system in an existing home to H2 Advantage Heat
Pump Program standards, including upgrading of duct
system to Climate Crafters PTCS specifications, are
as follows:

Step-by-Step Procedures
- Contact the Cowlitz PUD Conservation Department
at (360) 577-7514 or 1-800-631-1131 or admin@cowlitzpud.org
and request our “H2 Advantage Heat Pump Packet”,
which includes a list of qualified dealers and a heat
pump buyer’s guide.
- If you haven't already done so, sign up for a residential
energy audit.
- Get bids from Carlson's Heating & Air Conditioning.
Incentives will only be provided for installations
completed by PUD Qualified Heat Pump Dealers and PTCS
certified contractors. The installers will evaluate
your home to determine equipment needs, proper sizing
and location, perform a ductwork inspection, and identify
weatherization opportunities. Based on their findings,
they will submit a proposal that best meets your needs.
- If required, get bids from one or more PUD-qualified
insulation contractors for ceiling insulation.
- The Conservation Department can help you compare
proposals.
- If required, choose a ceiling insulation proposal.
- Choose the proposal that best meets your needs and
have the heat pump installed.
- Once the heat pump is installed, the homeowner or
installer provides receipts and information about
the installation to the PUD.
- Upon completion of a satisfactory inspection Cowlitz
PUD will provide a rebate incentive within 2–3
weeks.
